The Committee on Agriculture and Natural Resources moves to amend the bill on page one, by striking out the title and substituting therefor a new title, to read as follows:
Senate Bill 431 -- " A BILL to amend and reenact §19-15A-1, §19-15A-2, §19-15A-3, §19-15A-4, §19-15A-5, §19-15A-6, §19-15A-7, §19-15A-8, §19-15A-9 and §19-15A-10 of the Code of West Virginia, 1931, as amended, all relating to the regulation of agricultural liming materials; updating definitions, providing rule-making authority to the Commissioner of Agriculture to establishes fees. "
